So am I correct in assuming that I don't need to complete all these quests to use Vault tec outside in other settlements? Because I've been to three settlements so far, and I don't have the menus to use any of the Vault stuff.that's my whole reason for doing this crap.

In fallout 4, anyone at all can use it, and its impact is lessened when you get one 5 minutes into a playthrough. In fallout nv and 3, you need training, because its a really high tech thing few can use outside of people specially trained. The story quest Power to the People is a DLC quest that is part of the Vault-Tec Workshop Walkthrough. At least it changed, now it's saying something about things can continue now. But the Overseer still just gives me a one-line idle banter. Now I can't get Power to the People to start. I tried fast traveling away, I tried sleeping, nothing would let me complete A Modern Citizen. Overseer Barstow had the marker on her head to talk to her, but she just kept repeating the same line to me and wouldn't initiate dialog. Then I started the beacon, and we did the interview. I got that quest completed before doing anything else. I managed to get the quests started, but ran into bugs with the Explore Vault 88 where I eventually had to use clipping through walls to get through (the depris blocking the areas were not scrapable from the Vault side, but were from the back side).

My mod list is extremely short - the only mods that would have anything at all to do with Vault 88 is the Unofficial Patch and Homemaker.
